Child Development Permits are required by any children's setting that is funded by Title 5 (State Department of Education). They are issued by the California Commission on Teacher Credentialing. Even non Title 5 employers often require teachers to either have a permit, or be eligible for a certain level of the permit prior to employment.
California Community Care Licensing is another agency that sets standards (Title 22) for teachers in settings other than those funded by the Department of Education. The requirements for the Child Development Permit meet and surpass the Title 22 requirements and students are encouraged to meet the higher level.
It is important to know that while the college certificate's requirements are aligned with the Child Devleopment Permit requirements, the Child Development Permit is NOT the same as an academic certificate issued by the college. Students are encouraged to apply for both.
Current policy changes in California's plan for the education of young children will rely heavily on the requirements of the permit as standards for teacher qualifications. The Saddleback CDES department recommends that all students apply for their permit at what ever level they are eligible for.
There are several versions of the Permit Matrix depending on where on the "career ladder" you are beginning.
Entry level students and students without a 2 or 4 year degree should use the Traditional Matrix. Use the information to the left of the double lines:
