Regional Initiatives


AB 86 | Adult Education 

Assembly Bill 86 charged the California Department of Education (CDE) and the California Community Colleges Chancellor’s Office (CCCCO) with the task of jointly implementing an adult education planning process. The legislation appropriated $25 million to distribute to regional consortia to develop plans with the shared goal of better serving the educational needs of California’s adult learners.

The South Orange County Community College District (SOCCCD) received $388,469. As a result, the AB86 South Orange County Regional Consortium (SOCRC) was formed. The Consortium formed an AB 86 Steering Committee, consisting of one representative from Saddleback College, Irvine Valley College, and five adult education programs of the K-12 unified school districts which include:

  • Capistrano Unified School District;
  • Saddleback Valley Unified School District;
  • Laguna Beach Unified School District;
  • Irvine Unified School District; and
  • Tustin Unified School District.

Other vital partners, service providers, and educators actively participated in the AB86 planning and assessment process. These partners include Regional Occupational Program/Centers, local Workforce Investment Boards, Library Literacy programs, Orange County Job Corps, and Orange County Department of Education to name a few.

Career Technical Education Regional Collaborative Grant

The CTE Regional Collaborative Grant brings community colleges, K-12, Regional Occupational Programs (ROP), and local community business partners together to collaborate on career technology education.

Common Core Standards

Educational standards describe what students should know and be able to do in each subject in each grade. In California, the State Board of Education decides on the standards for all students, from kindergarten through high school (California Department of Education, 2014).

In May 2014 Orange County Career Pathways Partnership, through the Orange County Department of Education, received approval for a $15 million Career Pathways Trust Grant to create a countywide consortium comprised of 15 school districts, 9 community colleges, four Regional Occupational Programs (ROP), 2 state universities, 3 Workforce Investment Boards, the Orange County Business Council, regional intermediary Vital Link, OC STEM, and more than 100 business partners across three priority sectors: healthcare/biotechnology, information/communication technology, and advanced manufacturing, all with a science/technology/engineering/mathematics (STEM) overlay.

Because of its experience with the Pathways Consortium and Transitions grants and developing career pathways between high schools/ROPs and colleges, Saddleback College will provide leadership for the community colleges and pathway development. The partnership will enhance college and career preparedness of high school graduates and shorten the time it takes students to be job ready in the targeted high-skill, high-wage, high-demand industry sectors. Courses in pathways programs will be enhanced to provide necessary job skills and articulated so that high school students may receive college credit for coursework completed.

Not only is this the first countywide and largest regional consortium attempted in California, the inclusion of business and industry representatives as partners also will lead to more opportunities for students to  engage in work-based learning. We are excited about the opportunity to work collaboratively with Orange County schools and colleges to effect systemic improvements in career technical education across educational sectors. Student Success Taskforce Recommendations

As part of the California Community Colleges Student Success Initiative, the Student Success Taskforce recommended 22 specific policy changes to improve educational achievement within its colleges. Recommendation 1.1 calls for Community Colleges to collaborate with their K-12 partners to develop new common standards for college and career readiness that are aligned with high school exit standards. Stronger collaboration will reduce the number of students who need remediation, help ensure that students who graduate from high school and meet 12th grade standards are ready for college-level work, and encourage more students to achieve those standards by clearly defining college and career expectations.
