- Effective June 23, 2025: Stop Campus Hazing Act (SCHA) amends section 485(F) of the Higher Education Act, otherwise known as the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Notably, the bill also changes the name of the Clery Act to the “Jeanne Clery Campus Safety Act”, representing the Act’s evolution in addressing broad campus safety needs. The Stop Campus Hazing Act will improve hazing reporting by requiring colleges to include hazing incidents in their annual security report; prevent hazing by establishing campus-wide, research-based hazing education and prevention programs; and help students and their parents make informed decisions about joining organizations on campus by requiring colleges to publish on their websites the institution’s hazing prevention policies and the organizations that have violated them.

In response to the California’s Assembly Bill 2193, Stop Campus Hazing Act, will require California Community colleges to annually train their incoming students on Hazing. The training includes components on identifying hazing, hazing prevention, and bystander intervention strategies.
All incoming Students are required to complete the annual training within 9 months of the beginning of the academic year. For students engaging in student organizations, clubs and/or athletic teams, students are required to complete hazing prevention training annually at the beginning of each academic year.
On September 18, 2025, the South Orange County Community College District approved Administrative Regulation 3436 Hazing. This regulation defines hazing and sets forth the regulation for the reporting, investigation, and resolution of the complaints of hazing. This regulation protects current, former or prospective students and employees. (See AR 3436 Hazing).
Frequently Asked Questions
How Can I Complete the Mandatory Hazing Training?
All students who are required to complete the training have been sent an email notifying them of the requirement. You can access the training by logging in to MySite. You can find the training by navigating to: My Information > Matriculation > Hazing Training. The total video time on the course is 26 minutes. The course offers 6 sections:

I am an Emeritus Student, AESL, or Dual Enrollment student, am I required to take the training?
Yes. AB 2193 requires that ALL incoming students to take the training once during their college education. However, if students are not participating in student organizations, clubs, or athletic teams, students are not required to continue taking training annually.

I am unable to pass the post assessment quiz at 80% or better. What should I do?
Please do the best you can to pass the quiz. If you’ve attempted at least 3 times and cannot pass the quiz, please reach out to Valerie Romero, Student Rights and Grievances Manager at vromero16@Saddleback.edu.
If I do not complete the training will my registration be impacted?
No. Your registration will not be impacted if you do not complete the training.
I am worried about traumatizing myself by participating in the course, are there any other options for me to complete the training?
Yes. You may complete the training by emailing the Student Rights and Grievances Manager, Valerie Romero at vromero16@Saddleback.edu to go over different options that may be available to you.
I am an AESL learner and I am not able to understand the course, are they available in any other languages?
Yes. Please select your preferred language at the bottom left of the training platform. Once your preferred language is selected, the training will be converted to your preferred language.
